In July 2012, UN Secretary-General Ban Ki-moon announced the 27 members of a High-level Panel to advise on the global development framework beyond 2015, in May 2013 they submitted a report on this.

The paper proposes a new set of goals, the first of which is to  ‘End Poverty’, here social protection systems for the poor and vulnerable are listed as being one of the key methods of achieving this. The report also highlights that school feeding is the most widely used social protection system. 

Goal 5 of the report is titled, ‘Ensure Food Security and Good Nutrition’ and this section refers to how reducing child malnutrition is one of the most cost-effective development interventions.
